The war between the Levamme Empire and the Amatsukami Imperium has been raging for years. In the midst of this struggle, the prince of the Levamme Empire declares his love for Juana del Moral and vows to end the war in one year, as part of his marriage proposal. When the Amatsukami catch wind of this, they assault the del Moral residence, targeting Juana's life. As a last ditch effort to bring the prince his bride, the San Maltilia Airforce hires a mercenary of mixed blood—a bestado—to fly Juana to the Levamme capital in secret. The pilot, Charles, accepts the mission...but traversing an ocean alone, into enemy territory, proves a much more dangerous ordeal than anyone could have anticipated.

The time: 1814. The place: Edo, now known as Tokyo. One of the highest populated cities in the world, teeming with peasants, samurai, townsmen, merchants, nobles, artists, courtesans, and perhaps even supernatural things. A much accomplished artist of his time and now in his mid-fifties, Tetsuzo can boast clients from all over Japan, and tirelessly works in the garbage-loaded chaos of his house-atelier. He spends his days creating astounding pieces of art, from a giant-size Bodhidharma portrayed on a 180 square meter-wide sheet of paper, to a pair of sparrows painted on a tiny rice grain. Short-tempered, utterly sarcastic, with no passion for sake or money, he would charge a fortune for any job he is not really interested in. Third of Tetsuzo's four daughters and born out of his second marriage, outspoken 23-year-old O-Ei has inherited her father's talent and stubbornness, and very often she would paint instead of him, though uncredited. Her art is so powerful that sometimes leads to trouble. "We're father and daughter; with two brushes and four chopsticks, I guess we can always manage, in a way or another." Decades later, Europe was going to discover the immense talent of Tetsuzo. He was to become best known by one of his many names: Katsushika Hokusai. He would mesmerize Renoir and van Gogh, Monet and Klimt. However, very few today are even aware of the woman who assisted him all his life, and greatly contributed to his art while remaining uncredited. Following her grandfather's recent death, Hamaji Ooyama lives out her days on an isolated mountain hunting for food and caring for herself. One day, Hamaji's brother, an aspiring samurai living in Edo, sends her an invitational letter to end her solitary life and join him in the city. When she arrives, however, she is met with a grisly sight—the heads of six dogs displayed for all to see. These heads belong to the Fuse, a group of eight human-dog hybrids that have been terrorizing the people of Edo. Hamaji assists a strange man escape a group of assailants and makes it to her brother's house, where he asks that she help him collect the heads of the remaining two Fuse, as well as the Shogunate-sponsored bounty. But it is easier said than done—as the Fuse can blend into human society almost seamlessly—and the kind man Hamaji had just helped showed the Fuse's telltale signs.

This is a story that weaves together people and a town. A coal mining town crowded with small-scale excavators, commonly known as the "Hakoniwa." In this town that changes daily like a labyrinth, there's a girl named Kagari who runs a mapmaking business and a boy named Yuya who dreams of breaking free from the "Hakoniwa." Eventually, the two, along with the unique residents of the town, find themselves confronting a conspiracy that shakes the entire town.
